because delhi police is directely under home ministry, so state or local level connection are of no use, other is defence flag vehicles, but they don’t even break a signal let alone law unless necessary.

and here in Pakistan, army/rangers/ police vehicles themselves don’t follow rules setting a bad precedent for common people.
