The effort should be put in portraying the inner personality to the society. Some women will wear the cloak or hijab but their actions , gestures and mannerism will be cheap and everybody will identify them for what they are.
Others even if they are not in a cloak/burqa or hijab but their actions , gestures and mannerism will make you respect them.
So whatever you are wearing does not matter , your actions , gestures and mannerism will determine how your are being perceived by the society.
Yes modesty and proper dress is important , no Muslim person will respect a Muslima in flashy or revealing clothes.
They might respect a non Muslim woman in flashy and revealing clothes because of the cultural background these women come from .
Perverts are an exception they just look at a woman as their toy not as a person.
