Have you observed people saying lot of disturbing things after saying ‘bura na manae to ek baat kahoon’… and they don’t wait for permission and attack with something that is bound to result in ‘bura manana’.
Whats with this attitude? Is it done in innocence without knowing the consequences or such people are addictive to disturb others?

They know consequences… therefore they issue an alert “bura mat maniye ga…”
Innocence… it is based on how sincere person is …

this is just a lingual delicacy/finesse. it's in English too...a lot of time goras/goris use this intro before saying something nasty.
Urdu meN ise hii kahte haiN k "jhoote bhigo bhigo kar maarnaa"! :D
