You need ankle weights....

With weights on ankles, lay flat on stomach. Slowly raise feet and lower them again, not letting feet touch the floor. Repeat for 10 times. Slowly build number of reps.

YB, it CAN hurt your lower back for sure - if you do too much too quickly. But if you take it slow, it can actually strengthen your lower back while building up the "glutes". Pay particular attention not to arch your back while doing the exercise and when your back starts to arch then take a rest. Start slow, do it carefully and your butt will defy gravity and your lower back will get stronger.
