Its actually a worldwide problem, laws are harder to implement in rural areas. I wouldnt blame rishwat or money though. Its just that usually law enforcement in villages and rural areas isnt given a top priority because they are considered less important due to a higher population residing in cities. Also, for instance its harder to monitor villagers and how they deal with animals, as its an everday thing for them. There are often occasions where villagers group together everytime the local thana tries to do anything. I once spoke to a guy who was in the forestation comission and was trying to arrest villagers in the murree region who were cutting down trees. He admitted that once he almost got hit by an axe by an infuriated villager who used to burn trees and then cut them down to avoid getting caught by him, and when he finally did this is how he reacted.

In our case, lack of education be be blamed for animal abuse, clearly its the uneducated tabqa thats involved in it. With education, it will go away, however I cant say the same for 'Spain'.
