If one is bulimic and binges but they purges the food up would that still be considering fasting since the food was not digested?

It cannot be called fasting as it is meant in Islam. There is a tiny little detail of "niyath" involved which specifically says that "my fast is for allah"...I dont think your binge prone person will qualify.
