i wanted to know if i want to go and build a shopping mall or another real estate project in lahore would i find a venture capitalist in london who will be willing to invest in the project.

All depends on your business plan and exit route for the venture capitalists. As Lahore will be perceived as a greater risk for these funds than investing in London or other European countries your plan will need to be innovative and offer above average returns.
