Yeah the places you named are pretty much the places I've attended. Also the Sheraton and some other hotels in the Tysons area. Probably pricey...but good...
Also there's some Afghan restaurant. I don't know what it's called, but I think it's just called "Afghan restaurant"!
Also, if you're willing to head to Maryland, Martin's Crossing and the related halls are popular wedding options. You should also check to see if there are older mansions in your area that rent out space for weddings. But regardless, it's probably expensive. Few wedding places aren't.
OH!! also there's something in the Fairfax Reston area -- I think it's a Crowne plaza, but used to be a Days Inn -- they're pretty affordable. I've been to mehndis and weddings there. Appropriate for 200ish folks.

My wedding in December was at the Comfort Suites in Manassas. My in-laws took care of the planning so I don’t have the exact costs right off hand, but it turned out beautifully, also one of the places you mentioned, Aabshar, did cater the food for our wedding, the guests loved it, if that changes your ideas on who not to cater from. There’s a good restaurant in D.C. called Mehran, I’ve never had them cater anything, but their food is also really great.

Zaib salon in Alexandria did my makeup/hair @ my wedding, they did an excellent job. If you would like pics of the makeup, you can pm me if you want, I will load them for you, or send you email. Make sure it's not the old auntie who does the makeup for you, she doesn't do well, she has a daughter who does a really good job of the makeup.

They can offer you different options and take care of all the catering, decor, venues, photographers, etc. The good thing about them is that you don't have to get the whole wedding planned with them. I live in holland and my brother is getting married in washington!! We have no relatives there exept my brother's in laws. WE NEED HELP!!!! Where can I get our (the baraat's) Hair done. ( not same place as theirs coz they'll be busy with tthe bride) What are really good caterers? (We like our food spicy) And wedding venues!!!! (preferrable near chantilly va)OOH MY GOD this is very difficult !!. Is there a place wehere we can hire dhol, daf and dandia?? So much to do and so far away!!!
Irumkhan the internet is your best friend. I’m sure if we have any ladies local to the DC area they will chime in (and I assume you mean Washington DC as there is a city named Chantilly nearby in the state of Virginia. There is also a Washington state, but that is way on the other side of the country. And I don’t think they have a Chantilly there).
Go to The Knot community forums for the DC area Post a message about your wedding, wedding dress, wedding invitations, marriage, and more! Ask the girls there about makeup artists, hair dressers, photographers and videographers. Explain that you are coming in from Holland and need help. Also tell them about your venue requirements (i.e. we need a venue that can hold 300 people, that allows for an outside caterer, has no drink minimum, close to Chantilly, etc). There is a good chance you will get some valuable info. Most of these girls will be gori/non-desi. But for hair, makeup, photography and videography you DO NOT need a desi vendor. Actually, in my experience, you are better using a local vendor who does a great job! Plus these girls are planning their own weddings so they probably know all the venues in that area inside out. Make sure your post is articulate and clear, otherwise they will not be able to help you. PM me if you need help composing it.
Google “Indian restaurant DC” or “Indian banquet hall DC” or “Indian wedding caterer DC” or any combination of the above. You should get a bunch of listings. Start calling these restaurants right away and ask them if they serve hallal food. Ask them if they have a catering menu. I don’t know how it works in Holland, but in the States, when it comes to catering, you have to go with a restaurant. There are very few Indian/Desi caterers who exclusively cater events. And almost all Indian restaurants will make hallal dishes. You can try googling/looking for Pakistani restaurants, but even restaurants with Pakistani fare will usually identify themselves as Indian restaurant to appeal to a larger market.
Now if you’re looking for a dhol, daf and dandiyas google “DC mandap” or “Virginia mandap” These are Indian wedding designers who can create really beautiful stages and floral arrangements. Almost all of them will carry dhol, dandiyas, etc. This is best way to find these types of vendors.
There are tons of resources out there, just spend some time looking into it. I’ll poke around for you a bit too

If you look for restaurants in washington you get loads of hits. Most of them expensive tough; Prices START at 7000 USD for just 100 guests!!! 15000 usd is very normal!! (unfortunatly not for us hihihi)
Also Flowers are way more expensive than in HOLLAND (Zahir hai yahan se export hote hain!) But still. The difference is 3-4 times the price here.
I’m not sure about venues in VA (specifically). A few years ago I attended a wedding at Hilton Garden Inn - around Tysons Corner…probably was pricey - consideration the location. However, for event decorators - you can try America beautiful florist. The owner is desi and is willing to work within your budget…at least that was my experience. For photography and mehndi you can look into ayesha ahmed (Beauty is Truth) … again she is very reasonable with pricing.
