Someone I know who has a Pakistani Passport & green card will have 10 hour stay at London airport before boarding for their flight to Pakistan. Do they require British visa if they want to go out of the airport during that time?

Yes and you can't get the visa at the airport. You have to get it from a regular consulate.

you can try to get about 72 hours visa from the immigration officer. one of my friend who has canadian landing card and pakistani passport he tried it and got it. he stayed with me for 2 days in london and then gone to toronto.

It turned out that my cousin who has pakistani passport and green card got short term visa from the immigration officer and was able to go out.
