Nopes. Belgium actually gained Rwanda by World War (it was a German colony that Belgium invaded in WW1, took over, and maintained control of throughout WW2) and Portugal was neutral in both World Wars so lost no territory.

The criteria for Commonwealth membership are:

1. The country must accept that peace, development and rule of international law are are essential for mankind to be successful

2. The country must accept equal rights for all races, religions, colours, gender, and the right to participate in democracy

3. The country must accept that racial discrimination is evil

4. The country must oppose racial oppression

5. The country must be dedicated to economic development for raising living standards

6. The country must be fully sovereign

7. Must recognise the monarch of the Commonwealth Realms as the Head of the Commonwealth

8. Must accept English as the official language for commonwealth communication

9. Must respect the wishes of the country’s population with regard to continued commonwealth membership.
