Galloway holds Pakistan’s highest civilian award the hilal-e-Quaid-e-Azam which was given to him for his efforts for the restoration of democracy in Pakistan in the late 80s

I know what you mean but that's nothing unusual here, apart from Prime Minister's Questions most other sessions even some involving sitting cabinet ministers are attended by a handful of MPs.
