The thing is most, if not all, of the girls, will never wear these clothes again and they all offered to get their shirts made if I provided the fabric so I don’t want to spend a lot of money to clothes that will eventually be tossed out.

If that is the case, you might want to use synthetic chiffon instead of Georgette - The fabric is available in different colors. A good quality synthetic chiffon fabric will be available within the same budget as that of the sarees.
