i agree about the green part- its a very bright green and the contrast might look a bit clownish with all those colors.
i also agree with keeping it all peach, using magenta as an accent for all of the piping and adding in magenta and green accents to the gold kaam. also perhaps consider having dull gold kaam, i.e. not the super yellow gold as that might transition the outfit into paindu-land a bit, and also you mentioned her set is victorian and has an antique feel to it. i also feel as if there is a lot of detail going on with trimmings and fabric, so it might not be a bad thing to scale back on the kaam a little bit. if your sister in law is tall, she'll pull off the long shirt well. if she's on the petite side, she could look like she's drowning in all that fabric.
