I usually break the ice with an ice pick.
In your case, I guess saying "sorry" or talking about something they really like would work just fine. If I had an argument with someone and then that person starts talking to me about building websites, I would forget everything he/she said.

I was asking in general as well.
For Blind Dates: Talk about the weather, place you are at, say some jokes that could related to that place. Pretty much everything. Asking small questions like "Hey what you think about 50-Cent?" "Did you get watch Lords of the Rings?", tell him/her about places you have been to and things you like to do are nice ice breakers.
Someone you know: Funny things about something you both relate to, something he relates to, things happening in the srounding area like events, music. Ask questions that are too personal to her/him like "nice watch, where'd you get it from?" or tell him/her a funny story about yourself and ask him/her what would she do if he/she was at your place.
I guess there are 1000s of ways to break the ice, it's on you when and how you feel like doing it.

Someone you know: Order some good food, eat quietly, some good music will be ok if it is there, hug and say bye.
