In case you promised someone something a long time ago..later circumstances changed and you can no longer fulfill the promise.
This is considered breaking a promise…Is there anything kaffarah (expiation) for it ?

Yah, tell the person that you can't fulfill the promise and see if they will hate you or not. Not very complicated.

Well as far as I know, if you break a promise to Allah (swt), you repent, and one example for that would be fasting for three days. Could be the same for a regular being.
Try your best to fulfill it though..

fasting for three days kuffarah is for breaking your oath to Allah.
Islamic scholars say that if you do not fulfill a promise to a human being , he/she is the only one who can pardon you. If the situation has changed that you can not contact them then. Do a sadaqa on their behalf . There is no amount of sadaqa , you can even give one cup of flour or rice to needy. The logic behind this ruling is a bit complicated therefore it is your choice take it or leave it.
