Lahore attack was on a VIP vehicle with Zplus security. Mumbai attack was on unarmed people in hotels, railway stations and religious places.
Lahore attack's target was a single vehicle. The terrorists fled as soon as they failed to breach the security. Mumbai attackers had many soft targets. The terrorists were there to kill and get killed.
Ya the attackers failed to achieve their targets, i.e. either kidnap the lankan team or kill them.... but in Mumbai they were wandering as they were in park...
