I think the "I would like to stay friends" line would hurt anyone (boy or girl) if the individual was truly interested.
But it's better to be honest as opposed to pursuing the guy only for his wealth when you don't have any genuine romantic interest. Yes, ignorance can be bliss, but it wouldn't be fair.

Hmm, it hurts more to be avoided though.....even though it would definitely get the message across. It's better to be honest. You don't even have to say, "I'll call you later" if you have no intention to....and he won't be waiting around. You may not even have to say that you'd like to stay friends when you don't want a friendship either.
You could just say, "I think you're a nice guy and I truly hope that you find someone amazing soon. I don't sense mutual compatibility in the romantic sense between us. And I don't want to lead anyone on even unintentionally. I'm sorry if I've hurt you and I understand if you want space. Take care and best wishes."
^See.....now you're not requesting friendship or telling him that you'll call back, so he won't expect either. You're just telling him nicely where he stands and you're even telling him that you're okay with him wanting to maintain a distance/space.

Girl shouldnt have to say sorry for not finding a 'spark' thats her right, just like its his right to come to the same conclusion.
That feels like she is preempting his feelings, assumiing hes going to be hurt.
In an ideal world Girl just wants him to say ' yeh, I didnt feel it either'.

I only included the sorry bit because if you’re aware that one has strong feelings for you…and when they’re not returned…it’s natural for the person to feel hurt. So, you’re apologizing…not for your lack of reciprocation (which as you stated is every girl’s right to not have feelings for someone)…but more for the heartache that would result from it.
