Michael Holding is the best in terms of action .Dennis lillee ,Allan Donald is the next best .
Among the Pakistani bowlers .Waqar's run up is great ,but the action is extremely strainous ,Imran's leap is beautiful but the way he lands awkwardly also put a lot of effort.Wasim's action is not conventional ,but extremely effortless and casual ,only he can produce that much amount of pace with such an effortless action.
