In my few months spent in Peshawar I found it to be a true democracy in the pre-MMA era. People could buy and sell whatever they wanted be it a thaan of cloth, Russian made Airconditioners, sex magazines, weapons, drugs, sharaab, or chapli kabaab. The feeling was of open-ness and entrprenurial trade.
It has been a while since I last visited. Looks like no matter what kind of rules and restrictions you put on the people will do as they please. That in essence is a true democracy.
