This is not mindless sectarian violence. This is a very cold, rational, almost athietsitcal strategy of sewing discord among the Iraqis by creating inter-communal conflict.
This is much worse than bigotry. This is engineering hate for a poltiical goal.
So in the long run, you need a proper counter strategy and that will almost neccessarily involve security aparatus like secret police or what not.
