This is not correct. Both words are used for people.
Difference I think is that "bolna" is translated as "to say", while "kehna" is translated as something like "to explain" or "to tell".
As in:
" wo bola, ye kya he?" (he said, what is this?)
"mein ne uss se kaha ye baat nahin he" (I told him this is not it)
May be I am wrong in translation of the words. May be they can be used interchangeably. But I am certain that the difference is not about animals and humans.

The way I understand is 'bolna' is synonym with 'utter' or 'speak' in English. Hence, for animals people use this word.
In human 'bolna' becomes interchangeable with 'kehna' (saying) since we understand their language.
Now if a person does not make sense , then people may say 'bolna' word even for human. Not so strong difference though.
Examples:
"Bhai Yeh Kia Bol Raha hai?"
"Lagta Hai Yeh Aadmi Kuch bol raha hai"
"Are Kuch to Bolo" Meaning even if you do not make sense, say something.
Now your example "to explain" or "to Tell" is more close to "batana" "batlana"
"samjhana".

i think bolna is to speak and kehna is to say. I think its not strictly correct to use bolna in context of writing for example.
