How much body fat does an average person have compared to an athletic person or a bodybuilder?

Now, the body weight works on a relative frequency, it is all relative and geared towards an average person; the body fat is the real deal and has much higher importance than the body weight/BMI alone. A person regularly participating in sports or a professional athlete might have higher body fat compared to a body builder. It depends upon the type of your body and metabolism. There are people who do treadmills 10 minutes a day and have lower body fat than most athletes but their metabolism is shot. A person in the weight room all the time will have a considerable lower body fat. I am sure the scale is set, somewhere, as to what the recommended body fat percentages are.

I heard that the average person has body fat of between 15-20%. An athlete around 11% and a bodybuilder around 6%. Anything less than 6% is probably unhealthy. So I guess we need some amount of body fat.

Yes, somewhere around 6% or even less. Some have it around an insane amount of 3% around competition time. As you put it, it is unhealthy to have that low.
