You need to learn read AK47. In every press release the Red Cross uses the phrase, "TANTAMOUNT to torture". That is, they cannot actually CALL it torture, because it is not. The treatment walks right up to the line that has traditionally been called torture, and then stops. If you want to create another word for it, fine, but the Red Cross is very careful in parsing their words. What do you expect, a holiday? A nice swimming pool? Read each actual statement by the Red Cross carefully and you will find this true.
Then the author of the article goes and gets some other "expert" who is more than happy to rant that this is torture, even though they have no first hand knowledge of the conditions there. The author would LOVE for the Red Cross to declare that torture has taken place, but to this date, every press release by the Red Cross has used the phrase "TANTAMOUNT to torture". The idea is to leave the impression in the reader (you) that this really SHOULD be called torture, even though by every definition in the book what is done is still considered allowable interrogation techniques.
