We maybe looking at a pre-911 USA in the shape of Pakistan.
The reason I use that terrible example is because, pre-911 each enforcement body was to its own and there wasn’t coordinated sharing of intel between feds, state, and local authorities. 911 changed all that, and there was wider distribution and coordination of intel, superb networking, and that reformulation has thus far (in my opinion) has played a very positive role in preventing another tragic incident. (Thankfully)
The same maybe the case with Pakistan at the moment (though I could be wrong in assuming this.) ISI, IB, and FIA are strong institutions, no doubt. But are they coordinating and sharing intel? If they’re not sharing intel, that gap in communication might be getting exploited. Because thus far so many such incidents have occurred nationwide, yet there seems to a very thin or no apparent protocol in place to fend against these incidents.
