Let’s say that you are going to recite a short surah such as surah Ikhlaas several times, do you need to say Bismillahir Rahmanir Rahim each time you start the surah or is saying it once sufficient?

Once only. From what i know.
Its different for Surah Fatiha though, there is a disagreement as to whether bismillah forms part of the Surah or not.
