Why is it not considered the first ayat of any Surat in Quran? I am pointing to the fact that ‘Bismillah ar Rahman ar Raheem’ is not numbered as ayat 1!
Sure enough, it is a part of Quran!

All Surahs in the Qur'aan except Surah Tauba start with Bismillah.
If we were to agree that Bismillah should be a Surah, then all the Surahs starting with Bismillah would become Surahs thus doubling the Surahs of the Qur'aan.
Bismillah is an attribute of Allah and not a subject.
Bismillah ar Rahman ar Raheem is very well a part of the Surah....
it is and shud be counted as an aaya....
if people have a doubt, then take this for an example....
we all know Surah-al-Faateha has 7 aayaat....
now somebody try to complete these 7 without including bismillah....
In the case of Soorah Faatihah, clearly the stronger opinion states that, 'Bismillaah Ar-Rahmaan Ar-Raheem' is not only the first Verse of of the Opening Chapter, but also of the Qur'aan. This is supported by many mufassiroon (scholars of tafseer) such as Ibn Katheer. [Please see the first part of 'A Brief tafseer of Soorah Faatihah, i posted earlier]
In the case of the other verses, it is not a part of the Soorahs. With exception to Soorah Taubah, 'Bismillaah ...' was always recited at the beginning of the chapters by the Messenger of Allaah (salallaahu 'alayhi wa sallam) and practiced by his Companions (radhi'Allaahu anhum).
