Were there chamchey in Prophet Mohammad’s (PBUH) days? Or there were no chamchey and the only option they had was to eat with their hands? If they had the option and Prophet chose Hands over chamchey, THEN I would think it’s a Sunnah. But if the only option was to use the hands, then how can it be a sunnah? We have chamchey available now a days and people use them. Do you have a reference?
