no i wouldn't like it much, there's just no thought put into it. but still i guess atleast they remembered the birthday which is something better than them not really caring at all.

It doesn't necessarily mean that she has romantic feelings for him. But it shows that she cared enough to remember his birthday. It was something that she thought important enough to commit to memory. So, it shows that you care (whether it be on a friendly level or a romantic one).
Now, it also depends on the message. And possibly the timing as well. For example....wishing someone a happy birthday at midnight.

For most other girls, wishing a guy a Happy birthday means nothing more than just that. But for a girl that actively stalks a guy and runs away or avoids him when he returns or suspects the interest, then yes the guy knows the girl likes him

exactly, if it's a facebook birthday wish it has no meaning at all. if she actually remembered, then obviously at some level she does care (as a friend probably). I don't even remember birthdays of close friends.
