Quality of the tape aside, utd, what do you think of his message this time around? If I am not wrong, he has spoken after a year, unlike Zawahiri, who speaks every month (and thus got bombed last week).
I suppose for most Americans, taking their military out of so-called "muslim lands" is not an option because of huge natural resources there (i.e. oil). So they are willing to chance it out and brow-beat the "enemy". Not to mention that leaving Iraq and Afghanistan at this point, will look like a "defeat" (which it most likely is and will just get worse with time). So all options seem like lose-lose right now for the Bush Administration.
The one silver lining will be if they can capture or kill him, to show the world, literally, who is the boss here. However, an organization like Al-Qaida is difficult to crush just by killing its leader. We'll be back to square one if US kills/captures Osama and still ends up at the receiving end of another devastating attack.
