Does partially running mean, he's allowed to order Pizzas for the Central Committee meetings? Change the conference room wallpaper without asking anyone? Order stationary (pens, pencils, post-its, etc.)? If Bilawal Zardari is to be the next leader of the party, then his future depends on him taking the reigns of the party completely with daddy as a distant advisor on how to navigate the waters for the time-being, and then create his own policies for the parties that may transform into something people will vote for again.
Otherwise PPP might partially lose even more of its existing vote bank in areas where it was able to muster some strength to remain relevant.

isn't "born leader" supposed to take charge if he sees corruption or will the born leader "wait" for others to keep continuing their corruption?
