Its gonna be a personal website mostly used for blogging. Posting articles and videos pics etc.

I am using webhostinghub.com . Its pretty good as everything is unlimited i.e. space, sites, emails etc . But on the other hand its a simple PHP stack , with access via cPanel .
Now if you are going to write your web app in Java or .NET then you'll have to other hosting options .
So first tell us what server end application stack you'll need to run your application .

If downtime is really a big concern then purchase hosting from any company based out of US, like Domain Names | The World’s Largest Domain Name Registrar - Go Daddy or HostMonster - Web Hosting. If its a personal website, you can use a rather cost effective service provider from Pakistan - down time would be more though.
Make the website in wordpress, hosting it on a server gives you an advantage of adding more plugins and widgets “all that jazz”

I can suggest two options to you: free hosting to start and see if the site works and the other is paid option. For free hosting, i have known Awardspace and Byethost for years.
For paid hosting, I would recommend going for the host that allows you to pay monthly or on 3-month terms so you are not tied to them for the whole year in case you are not happy with them. Most of the popular hosts like Hostgator, Dreamhost only allow annual payments.
And when it comes to web hosting, popularity doesn’t necessarily mean they are the best. Look for hosts that have positive reviews about customer support because you will need it once you start facing problems.

I can tell you whom not to host with–brinkster. They used to be really good in terms of the different technologies they gave you access to but their prices went up and offerings went down. I’d go with godaddy.
