Do you live near an Abakhan store? They usually carry a fair bit of stock of those.

It depends on what you mean by best 
If after ‘best’ for quality and variety then John Lewis is amazing and there are some really good shops in soho too around Berwick street.
There is a huge Fabric shop off edgware road (just past bake and cake where the market is) which has a HUGE variety Joel & Son Fabrics - Joel & Son Fabrics all sorts of dressmakers can be found in there hunting out treasures!
There are also a few arab material shops on Uxbridge road in Shepherds Bush– ‘Zain’ being particularly good.
If after the desi kind where you get matching shalwar and dupatta then I find Southall is better than the other Asian areas just because of the sheer number of shops selling loose material– there is a lot of variety in fabric. Can’t point out one particular shop as its just a matter of finding what you like!
