no its not, and has not been for decades. objectively speaking, no city in the country ranks among the top in the world or even close to it.
I suppose if 'how someone wants to live' includes dealing with the type of crap that people have been dealing with for decades now, paying ppl off, dealing with ghunda gardee, dhandli, etc, then sure, it is a fantastic place to live permanently in.
And which place doesnt have that...I mean the ghunda gardi etc etc. It comes in all shapes and form. Maybe not in the exact shape, but these things are definitely everywhere.
And for the no city, I assume that you mean no Pakistani city comes close to ranking among the top in the world: For some that is not what they are looking for, the objective data I mean. One can be in the "top" most city in the world and yet not be Happy. And this is what I meant by "how" someone wants to live.:). Certain things still cannot be measured by objective tests
