Recently a relative of mine has moved to Dubai…and I am wondering what would be the cheapest way to call him from the US…since we would probably talk frequently.

Calling the UAE is expensive from anywhere in the world. That's because the Telecom market here is still somewhat monopolized. There are only two telecom operators and both of them have a high-prize strategy, ie they don't compete on price. And that has an impact on the costs for incoming calls as well.
