There is no such thing as the 'best PDA' It depends totally on what you are looking for. PDA s are available from 150 upto 300-400 Euro/dollars so whats your budget?
You want to wife (internet acces) try the siemens PDA s or Asus or HP.

IMO all PDA's {PPC, WM5, Palm} are totally crap. They dont do anything particularly well than annoy the user.
I can recommend the Nokia "internet tablet" Linux screen that is great for browsing web, listening to radio etc...

dutch, I am looking to get quick access to files/documents that I need to upload to it. Thats the main reason I need it.
I'd also like to use it to look up things online.
My budget is around $600US.

Get the HP iPaq 6945. Its got everything you could ever need, including Wifi, BT, GPS, GPRS etc. based connectivity, with WM5 as the OS so you have Blackberry like functionality (if you have Exchange). Plus with WM5 you get Pocket Word and Excel so you can take ur files on the road. Not to mention all kinds of other cool apps and games to make lives so much easier. I can get you a refurb one for about $475, unlocked.
PS: Its a phone as well

I had a palm treo, then got a blackberry pearl, and now waiting on the blackberry curve. Blackberry is the way to go.... I can't live without mine. It's 1000% times faster than the palm, internet is lightning fast, and now you can find software for different programs to suit your needs for the blackberry too. Wait for the Curve to come out. It's a cross between the pearl and the 8800, hopefully with all the best qualities of each.

I have an O2 Atom Life with WM5 (WM6 ROM coming out soon). It is quiet fast with plenty of storage. It supports almost all the current web-access standards.
However, if you are used to working on a big screen, you will not like the experience on any PDA.

I would suggest Nokia N95. Its Phone + PDA together. it has everyfin you can think of (5mp camera, bt, GPS ....)
Slightly out of your price range though ...
AFAIK (as far as i know) Dell or HP have the best ones out there
