lostsoul, it has nothing to do with liking or Imam Ali. It's about acting and following his character. Most Muslims, sunni or shia, are not like that.

Ok fine. Since you're not satisfied with that, can you give a historical reference which says that Imam Ali did not envision an Islamic state, since that seems to be your main point.

No, my point is that there has never been an Islamic state. It is an illusion. Just because there was a semblance of govt, governed by muslims, does not mean that it is an islamic state.
State is a religion-neutral term. You collect taxes, and spend on the welfare of ppl. It has nothing to do with Islam or christianity. Some states r good, some bad. but it has no bearings on the goodness and badness of ruler’s religions.

wo wo guys, just relax. we all know the theory and rules set by shariah. its the case of implmentation we lack now.
my question was why the whole muslim world failed to create a true islamic welfare state? even many wealthy ones lacks this sense.
is it only leadership?
or national of these countries?
or foreign infulence?

It is mainly education: Because there is no and can never be an “islamic state”, even educated ppl can be befooled with this unending mantra, and thats how dictatorship flourishes.
