In a regional perspective, one can understand the HDI numbers for Sheikhupura and Kasur or may be to some extent the numbers for Rawalpindi since they are north and south of the two largest metropolitan areas in Punjab and had become economically savvy in the last decade or so…but the rest of the three districts from Punjab they are totally dependent upon military assistance. You can argue about Jehlum to some extent but Bhakkar and Khushab, its just an indication that how military government helps in trickling down the money to the right places, military in Pakistan is biased to the core.
On the side note one has to keep the numbers in perspective there are 91 district governments in Pakistan and out of those 91, 34 are in Punjab, which accounts for 55.6 % (1998 Census) of the total population. The HDI is popular scale to measure the level of development in an area analyzing different elements such as economic growth, health, education and the quality of life.
