this is eye opener, to see sheikhupura in top ten, i dont know how this is based on HDI ranks, it has good industry, but human development i dont think it can be rated as high as in top 10, i doubt it very much. and seeing Lahore at 12th place, it show how much population can make difference and strain on facilities HDI.
