Very interesting publication. I don't live in the US and the last time I visited was 9 years ago. So I'm not really in a good position to judge this, but to me that document shows a picture that appears to be rosier than the reality.

"to paint a rosy picture" is basically when you let something appear in a more positive light than what the actual situation is. That doesn't necessarily mean that the reality is negative, but that it is not as positive as shown.

Umer - I think the document was about highlighting the contributions so has a positive spin to it.

It's nice to see demographics of muslims and masjids in US.
