What should a person do if you own a little amount to someone who is no longer in this world? Should you give the debt amount to the charity?Or to a member of his family?

Serious answer is that this money now belongs to his/her heirs so give it to them and they will decide what they want to do with it.

As Mirch bhai said, we must pay all our debts asap. Here i will quote two hadiths of Sahih Bukhari.
**Book ‘Loans, Payment of Loans, Freezing of Property, Bankruptcy’, hadith No. 574 and 582
**
Narrated Abu Huraira: Allah’s Apostle :saw2" said, “If I had gold equal to the mountain of Uhud, it would not please me that it should remain with me for more than three days, except an amount which I would keep for repaying debts.”
Narrated 'Aisha: Allah’s Apostle
used to invoke Allah in the prayer saying, “O Allah, I seek refuge with you from all sins, and from being in debt.” Someone said, O Allah’s Apostle
! (I see you) very often you seek refuge with Allah from being in debt. He
replied, “If a person is in debt, he tells lies when he speaks, and breaks his promises when he promises.”
