I didn't see any beggers in Dubai since I came here in 2004. But yes sometimes in mosque a guy stands after Juma prayer and ask for help that he got accident or lost job and want to go back his homeland so please help him. In this case I saw that lots of people are helping and he gets reasonable amount from it.

Its very common here in Dubai also although the police has come down hard on the beggars. I have beggars coming to my Office and theres this guy who visits us every month. This time when he came i asked him if this was his side ka business as i see him every now and then and pat comes his reply “Baji, aap nay pichlay dafa bhi paisay nahi diyai thay”
