I am very much confused about:
A lot of professional beggers are visible on roads, near eating places etc. Most of them are females holding innocent childs.
Should discourage them due to their professionalism ?
Should we help them as Islam gives the massage of help ?

If a person is hungry and is asking for food..............one should give them Food!
I 100% agree to you, as we should help them for food, we can bring food to them.
But what about financial help ?

There is no need for financial help if one is 100% certain that they are professional and well off beggars! I have witnessed my uncle offering to buy food/milk for such a lady whilst doing Umrah in Saudi and he was rewarded with swears/bad mouthing from the lady! She wanted cash instead!

Yes financial help too if you have made certain they are needy, and that is where knowing their circumstances becomes very important...............i.e. one needs to get involved or channel your donations through NGO's or the local community!
