There are a lot of other factors that must be taken into account ie energy/fuel, timber uses, Solar energy should be encouraged.
One must also only plant native trees. The hills where forest occured must be allowed to regenerate and then you would need to deal with communities and grazing rights.
Communities must have an input in their living areas. If the cantonments can be kept clean why not the rest of the city?
