Don't know if the chinese flew kites in spring, but 1 thing is 4 sure they did introduced patang bazi to South Asia, as the Chinese were the first to use kites around 300 B.C. as part of a military signaling warfare.
the basant festival is a tradition of the Punjab region, pre-dating the partition and the creation of Pakistan. But it has expanded in the past few years and is now a society event.
The indians celebrate basant panchami i believe in rajasthan, jodhpur, gujharat and we have our version in pakistan to celebrate the end of harvest and winter.
