what is the diffrence between bangs and step cutting?

Step cutting is term used for Graduated haircut. In this kind of haircut, the hair takes the form of cascading steps. There is sharp demarcation between the steps, which leads to the factor of having "number of steps". Most preferred is a 2-step cut where the shortest layer is above shoulders and the next one few inches below. The layers are made to curl out. This kind of style best suits moderately wavy and thick hair.
Drastic variants of the cut involves very short first layer which is just below the ears. Doing this haircut is relatively easy - the hair is partitioned horizontally and the lowest section serves as the guide.
Bangs is the hair that is cut to fall over your forehead.

I would assume steps are 'layers'....?,and 'bangs',depending on whether you are in Amreeka or Ingland are 'fringes'.Feel free to correct me :)

Lol yea, no such thing as 'bangs' here, it's a fringe.
Step cutting is vague. You can have graduated layers which are usually at the front only.
Transitional layers, Square layers, Round layers... they all graduate through the length but are cut in very different ways depending on how the layers will connect and fall.
