I am confused. You are saying "Elite Eastern Pakistanis" ruled combined Pakistan after independence? Please point those rulers/governors who were "Easter Pakistani Elites" who ruled combined Pakistan.
The whole saga of 1971 was because Western Pakistan didn't let Eastern Pakistan rule even when they were in majority.
