CJ probably wants that BLA terrorists should be given open hand to continue their genocide against other ethnicities in Balochistan and no one, including the FC should do anything about them.

^ If the agencies are holding BLA or other allied terrorists, shouldnt they be punished through the law of the land? Why should the rules be different in Balochistan as compared to the rest of the country? No one wants suffering for the people of Balochistan or the seccession of the province, we need to find some way out. The government is inept and insensitive, its important for the nationalists to participate in the next elections and I dont see them doing that in the presence of the missing persons.

QUETTA: Chief Election Commissioner Justice (retd) Fakhruddin G Ebrahim has said that immediate measures are required to persuade the disgruntled segment of Balochistan to use ballot rather than bullet to seek a solution to their problems.

**“We have stepped forward towards the journey of fair, free and transparent elections by finalising the electoral list,” the CEC said while talking to the media during his visit to the provincial election commission office in Quetta on Wednesday.

He further expressed his satisfaction over the electoral roll of Balochistan finalised by the provincial office and sought assistance of political parties, civil society and the media to remove the possible errors.
“The media, civil society and political parties should come forward and assist us,” he said, adding that he is open to accept positive criticism to remove flaws in the country’s best interest.
He noted that even though the current electoral list has been finalised, they can correct, amend, and add votes if anyone is left.

Responding to a question, Ebrahim said that he equally respects all political parties and is determined to ensure free, fair and transparent polls. “Let’s be unanimous on the democratic process and play our due role towards a thriving and prosperous Pakistan,” he said, urging the residents of Balochistan to opt for the ballot as a means to address their grievances.

He lauded the endeavours of the Balochistan election commission staff who prepared the electoral list despite the challenging environment. He said that any person can verify his name along with his area in the voters list by texting his CNIC number to 8300.

**ISLAMABAD: Interior Minister Rehman Malik, while briefing the Senate on Thursday said that the banned outfit Lashkar-e-Jhangvi (LeJ) and the Baloch Liberation Army (BLA) were responsible for the deteriorating law and order situation in Balochistan

**The Taliban and the proscribed organisations have joined hands with each other. We have evidences about the involvement of Lashkar-e-Jhangvi and BLA in sabotage activities,” Malik said adding that international forces have prepared a complete road map to disintegrate Pakistan and the plan is being implemented through the mentioned groups.

He said that powers destabilising Pakistan have made a road map, adding that Taliban presence in Balochistan could not be denied. Quoting some terrorist activities in the province, Malik said that the BLA has claimed responsibility for all the incidents. “Only in 2012, they killed 138 FC personnel, 89 police personnel and 872 civilians, and injured 1,177 people.”

The Baloch people love Pakistan and they believe in the federation. But, they have fallen victim to the terror of the BLA and I can prove with record and figures that the BLA has killed people,” Malik said. “The BLA has become a killing machine and whole of its supply comes from Afghanistan.”

Malik requested the Senate chairman to decide a date for summoning the Inter-Services Intelligence (ISI), Foreign Office, Interior Ministry and himself before the Senate.
Malik said he would not play the “blame game” but would bring facts and would do so with full responsibility and transparency.

“There are many things I will tell you on record and there are many that I will not be able to divulge in open house,” said Malik while briefing the chairman.

“The political situation of this region, the security situation of the region, the game of this world power” were some of the things Malik hinted at talking about in his briefing, adding that “we cannot separate Balochistan.”

Balochistan has become the ultimate test of our national conscience. The province has been betrayed by everyone including the Pakistani state, the successive provincial governments, the sardars and even the insurgents. The case of insurgents, the dissidents or sarmachars as they are often called, is the most instructive as their betrayal to their people is not widely recognised. They have repeatedly asked their Baloch brethren to die for an independence that would take them from one slavery to another. If you have any doubts, take a look at the plight of the Baloch in the neighbouring countries. The resource-rich region is far behind in human development making it a conspicuous prey for all ambitious forces in the region. That means that the province’s opportunistic elite, right now working closely with Islamabad, might get richer but the lot of the poor Baloch will not ameliorate even if the province wins independence. Meanwhile, more blood is being spilled every moment in Balochistan.
And the state’s role has been no less obnoxious. General (retd) Pervez Musharraf and his toadies managed to transform their personal dislikes into a campaign against the Baloch people. Since then, the state has not only killed its own citizens but also gathered a motley crowd of opportunists and sycophants around it that does its best to retard the prospects of peace. This class has two subsets. The one governing the province is corrupt and totally divorced from ground realities and the other, without any substantial following, resorts to aiding and abetting the alleged kidnappings and extrajudicial killings in the province. Together they have blinded the state apparatus.
This is not to say that there is no hope of peace at all. The post-Musharraf defence establishment seems ready to mend fences and build peace. However, the PPP-led coalition government has not been able to come up with any serious plan. A classic example was the recently held two-day national workshop called “Balochistan Situation: Perceptions and Realities — The Way Forward”, organised by the National Defence University (NDU) in Islamabad, which I attended. The prime minister was invited to give a policy speech on the issue. Unfortunately, whosoever had written his speech blew the opportunity. The prime minister spoke not only of foreign involvement — the proof of which has been hard to come by — but also categorically stated that no dialogue could take place with those who burn Pakistan’s flag. The speechwriter did not realise that in the civilised parts of the world, flag burning is considered a legitimate form of democratic protest.
The more pressing issue is of human loss in the province. Islamabad has always been aware of the province’s geostrategic, mineral and trade potential. Somehow, what it forgets is the plight of its citizens living above those mineral deposits and by ignoring them, it risks jeopardising 44 per cent of the country’s landmass.
Unfortunately, those who were complacent during Musharraf’s operations, today do not want the establishment to realise that the insurgents can even be brought to the table. It is, indeed, a responsibility of the country’s intelligence community to find out how to best engage the dissidents. The ongoing judicial activism, while admirable, cannot provide a lasting solution. The army repeatedly indicates its readiness to back a peace initiative. But such an initiative can only be taken by the federal government and that, too, without involving Mr Rehman Malik as no one takes him seriously in Balochistan.
The fact is that no one has a monopoly over the sufferings and the Baloch, the law enforcement agencies, the Pashtuns and settlers have all suffered and precious lives have consequently been lost. That means that instead of trying the Irish or the Sri Lankan approaches, we will have to finally follow the South African example of peace building. If this cannot be done quickly, then remember, sir, that all has already been lost.

Its almost 8 years since the current war in Balochistan began, and the issue has become much more complex with the passage of time. It has become a multi tiered problem.

  1. We have militant organizations like BLA, BLF, BRA who are involved in attacks on military, installations, settlers etc. I’ll not discard the help these people would be getting from external countries like (US, India, Afghanistan etc) but the oxygen is being provided to them by our own wrong policies.

  2. We have sectarian killers like LEJ/Jundullah (and presence of taleban) who thrive on the blood of other sects

  3. The ministers and other members of Balochistan assembly who are thought to have private armies and involved in abductions for ransom. Some Baloch militants allege that Shafiq Mengal s/oNaseer Mengal (former minister) is acting as a ISI agent in the province and he has set up an organization called Baloch Musalla Difah tanzeem to target them (similar to Lashkars in FATA I guess).

  4. And last but not least the way the miltary (and FC) has operated in Balochistan, it has not helped in stemming the violence, and seeing the methods being used it becomes difficult to differentiate between the working of a professional military and some rag tag thugs.

Honestly, I have started to feel as if there is no such thing as govt and law & order in Pakistan anymore. these words have started to sound alien to me.

^ there isn't. Most of the sitting ministers in Balochistan govt. are either involved in kidnap and ransom incidents or are open supporters of terrorists like BLA. I guess people should enjoy the daku raj from sindh.

Good to hear that Akhtar Mengal is returning, and he might participate in the coming elections.

I dont even know what is the main reason of such incompetent governance in balochistan. Maybe area is too big for poor ministers to monitor.

All of his recommendations are genuine and doable. In fact, SC has already done some work in this direction. But the problem is that political will is totally missing in this case. It seems that military establishment has already told the politicians to stay away from the issue and they are obeying the orders religiously.

CJ says Balochistan situation worse than Palestine and Kashmir. and its indeed very true.

Musharraf flawed policies and now PPP 4 years govt has brought us to this point, where if no sincere measures are taken, God knows what will happen. we havent been able to give respect to our baloch brothers and sisters, rest of the things come much later. Islamabad has literally abandoned Balochistan.

PESHAWAR**: Chairman Pakistan Tehreek-i-Insaf Imran Khan on Friday endorsed the six points raised by Sardar Akhtar Mengal in the Supreme Court of Pakistan.

Khan said that the situation in Balochistan deteriorated tremendously after 2008 because of a non- representative government installed despite the boycott by the real political stake holders and the resulting assembly is full of corrupt politicians who are only interested in pocketing millions of rupees each year.

Military operations against our own people whether covert or overt, were not a solution but a destructive process in itself.

The PTI chairman said hat his party has always been against those operations. The damage done historically is huge but if efforts are made they can still be repaired.

He added that the issue of ‘missing’ persons and ‘death squads’ where people are picked up was alarming for a population that already has the lowest socio-economic indicators as compared to all other provinces.

Those involved in the forced disappearances should be brought to book including those who were involved in the murder of Sardar Akbar Bugti.

Khan said that we strongly believe that all political parties should be allowed to function freely to prepare the stage for a representative assembly.
It can then concentrate on emergency measures to redress the grievances of the people of Balochistan.

^ they have said that mengal is lying essentially, there are no missing persons, an no operation is being carried out in the province and in soft tone that his statement is not right and he should retract it and submit the right one.
