It seems 2012, will be a tough year for the government vis a vis Balochistan. Public hearing on Balochistan in American Congress’s committee for foreign affairs will be held on 8th of Feb 2012.

امریکی ایوان نمائندگان کی امور خارجہ کی کمیٹی کے ایک اعلامیے کے مطابق، آٹھ فروری کو واشنگٹن ڈی سی میں پاکستان کے شورش زدہ صوبے بلوچستان کے بارے میں ’اوور سائٹ اینڈ انویسٹیگیشن‘ یا ’نظرداری و تحقیقات‘ کے عنوان سے ایک کھلی سماعت کی جا رہی ہے جس میں بلوچستان پر صورتحال پر امریکی ماہر اور انسانی حقوق کے سرگرم کارکن اپنی گواہی پیش کریں گے۔

نامہ نگار حسن مجتبٰی کے مطابق امریکی کانگریس کی امور خارجہ کی کمیٹی کے اراکین کے سامنے بلوچستان کی صورتحال پر بیان دینے والوں میں واشنگٹن ڈی سی کی جارج ٹاؤن یونیورسٹی کی اسسٹنٹ پروفیسر سی۔ کرسٹین فیئر، امریکی فوجی تجزیہ نگار اور مصنف رالف پیٹرس اور انسانی حقوق کی تنظیم ہیومن رائٹس واچ کے پاکستان کے لیے ڈائریکٹر علی دایان حسن بھی شامل ہیں۔
امریکی کانگرس کے اعلامیے میں اس تقریب میں شرکت کے لیے دعوتِ عام دی گئی ہے۔

گزشتہ چند سالوں سے عموماً اور چند ماہ سے خصوصاً بلوچستان کا مسئلہ امریکی ميڈیا، تھنک ٹینکس اور پالیسی ساز شخصیات اور اداروں کی دلچسپی اور توجہ کا مرکز رہا ہے۔

واشنگٹن میں بلوچستان پر مسئلے کی بازگشت اس وقت بھی سنائی دی جب گزشتہ ماہ امریکی وزراتِ خارجہ کی ترجمان سے انٹرنیٹ پر پبلک بریفنگ میں بلوچستان اور گمشدگیوں پر سوال پوچھا گیا تھا۔ اس سوال کے جواب میں امریکی وزرات خارجہ کی ترجمان نے کہا تھا کہ امریکہ کو بلوچستان میں تشدد اور انسانی حقوق کی پامالیوں پرگہری تشویش ہے۔

یاد رہے کہ امریکی وزارت خارجہ کے لیے امریکی کانگریس اپنی ایک رپورٹ میں بلوچستان میں گمشدہ افراد کے بارے میں پہلے ہی اپنی تشویش کا اظہار کر چکی ہے۔

مقامی امریکی بلاگرز اور تھنک ٹیکس نے حال ہی میں بلوچستان کی صورتحال پر بلاگس شائع کیے ہیں جبکہ کچھ عرصہ قبل بلوچستان پر بلوچ قوم پرستوں نے کانفرنس بھی منعقد کی تھی جس میں دنیا بھر سے جلاوطن بلوچ رہنما اور قوم پرست کارکن شریک ہوئے تھے۔

PTI leadership held talks with Akhtar Mengal in Dubai

ISLAMABAD: During his recent visit to Dubai, PTI Chairman met Sardar Akhtar Mengal, former Chief Minister Balochistan and son of Veteran Baluch leader Sardar Ataullah Mengal.

During the meeting detailed discussion was held on issues facing the country with particular reference to Baluchistan. Imran Khan expressed concern that successive governments in Pakistan have neglected the problems facing the province.

In particular, the issue of missing persons has not been given the seriousness that it deserves.Imran Khan said that PTI has already in a public meeting apologised to the people of Baluchistan for the treatment meted out to the province collectively by successive governments in Pakistan.

He regretted that instead of dealing with the issues in Balochistan with compassion, force has been resorted to. He made it point of castigating and holding responsible General Musharraf for the murder of Baluch leader Nawab Akbar Khan Bugti and said that he should face charges in a court of law.

Imran Khan also expressed concern at the continuing cycle of violence in the province and condemned acts of terrorism and attacks launched on security forces in which many soldiers and citizens have been martyred.

He said that violence is not a solution to anything. It is important for all parties to sit together and find a solution to the problems affecting people of Balochistan.

**Sardar Akhtar Mengal thanked Mr. Imran Khan and the PTI delegation for visiting him. He agreed that a process of dialogue is essential to resolve the problems of Baluchistan.

**Imran Khan was accompanied by Vice Chairman PTI Makhdoom Shah Mahmood Qureshi and Head policy planning PTI Jehangir Khan Tareen.

NA body summons intelligence agencies on Feb 29 over Balochistan issueIslamabad: Over deteriorating law and order situation in Balochistan and murder of grand daughter of Nawab Akbar Bugti in Karachi, the National Assembly body, Friday, summoned intelligence agencies to brief committee on Feb 29.

Unidentified armed people gunned down family wife of MPA Bakhtiar Domki namely Zamu Domki, her daughter Jana Domki in the wee hours of Tuesday along with their driver in Karachi. Complete shutter down and strike was observed in major cities in Balochistan against the tragic incident.

The National Assembly Standing Committee on Defence met here with Azra Fazal Pechuho in the chair to look into illegal confinement, threats, raids and ransacking the property of Arshad Ali Rind Deputy Shift Station Manager PIA by Karachi police.

Committee was informed that the provincial Home Department had conducted thorough inquiry into the incident as well as both the alleged people had been suspended. IGP Sindh presented copies of suspension order of both the accused SHO and DSP before the committee.

Besides IGP Sindh, high officials of PIA and Defence Ministry were present in the meeting which was told that suspended accused people had sought unconditional apology from the victim which had been granted. However, committee sought inquiry report conducted by provincial home department fortnightly.

Committee also recommended that both the accused police officials should be demoted to junior posts.

Taking serious notice of deteriorating law and order situation in Balochistan and murder of family of MPA Bakhtiar Domki grandson of late Nawab Akbar Bugti, Chairperson said that committee required detailed briefing from intelligence agencies on the said subjects.

“So representatives of Inter Services Intelligence, Military Intelligence, Investigation Bureau, Special Branch and others should be invited to appear before the committee on February 29 to brief it in-camera” she remarked.

She further directed that Pakistan International Airlines (PIA) should not delay flights for any VIP, VVIP or any other important personality to make up mounting financial deficit.

The federal government needs talk to the provinces to chart what ever they desire, but nothing forced on them! I personally believe that we need to have a strong local government system under the provincial system, but the current government finished the one introduced by Musharraf and did not put another one in its place.

On 8th of February a public meeting on Balochistan will be held by American congress on foreign affairs. Pakistani establishment needs to be aware of that, the policies that the establishment seems to be carrying out seem to be helping the American cause rather then stemming it. Secondly if the Americans and British are actively supporting the insurgency why does the government not take it up in the relevant forums, instead of doing that they are dying to open up the NATO supply (which could in turn be used in destabilizing Pakistan)?

Ralph peters will be a part of the meeting, who is an anti Pakistan person and favours redrawing the borders.

What is the goldsmith line? Is it the border of balochistan viz iran and afghanistan?

As for balochistan, the population figure already doesn't work in the insurgency's favor. I think what is more worrisome is that if (not a given as calling hearings is the easy part) the great game is played in balochistan and the army pussy foots along in subservience to the gora lords, what kind of reactionary consequences would come out in Pakistan that could engulf the whole region?

The game is not for Balochistan, it includes KP too, hence the situation in both provinces is similar.

I have been and didn't return schizophrenically paranoid. That said, you can effectively counter any and all propaganda with your own without appealing to emotion by trying to exploit the anti-West sentiment that seems to be prevalent among some posters on this forum because doing that just undermines your argument.

**As the general elections draw closer and political parties begin to lay the planks of their respective campaigns, the Balochistan crisis is back in focus, figuring heavily in the rhetoric. But is the central cause of the Balochistan’s alienation being addressed in any meaningful way? Recently, MPA Nawabzada Bakhtiar Khan Domki’s wife and daughter were brutally murdered in Karachi. Domki is very closely related to the late Nawab Akbar Khan Bugti and so was his wife. In what the Baloch Liberation Army said was retaliation, four Frontier Corps check posts near Margat coalmine area came under attack and at least 15 FC personnel were killed and dozens sustained injuries. Those who died had no role in devising the policies in our most troubled province or determining how its affairs should be handled. It is tragic that they should fall to the guns and grenades used by militants. **A military source was reported to have blamed the attack on another outfit controlled by the self-exiled Harbiyar Marri. In the Domki case, police officials have so far cited a ‘family feud’ as the possible motivation behind the killings while Domki has pointedly blamed the security outfits for the killings which he says may be aimed at forcing the family to leave the country. Some have suggested that the motivation may be to send a chilling message to the Baloch militant leader Brahamdagh Bugti, currently in exile in Switzerland. The precise truth in all this is hard to pin down given the shadowy nature of operations in Balochistan and the degree of chaos that prevails there. A joint investigation team has been formed to investigate the murders but very few expect the probe to throw up anything of substance.

But the question is how long we can sustain this violence as the situation in Balochistan, our largest province, worsens by the day and what impact this will have on the rest of the country. Public anger in the province is immense. We need to see more action, more interest, in the events taking place there. The federal government needs to step in and state why the package it had announced so many months ago for the rights of Balochistan has not been implemented. But we must move even beyond this. It may be too late for the traditional thinking — that the Baloch could be persuaded to forget, under the mantra of development, the hurt and humiliation they have suffered for decades - to work. Unless there is an end to corpses turning up on roadsides and unless the ‘disappearances’ stop, the progress towards normalisation may be impossible. Indeed, the state needs to stop looking at Balochistan only through the security prism, just as a strategic asset with vast natural resources. All parties and groups need to be brought together to talk so that grievances can be aired and a viable formula worked out to bring peace. If the US can sit and talk with the deadly Taliban why can’t we sit with our own people and talk? This is the need of the hour.
