export file is the only way or can they be cut and copied. and then re put back into the reconfigured outlook?

you can copy the PST file from its location on to another location and then set up outlook on another computer and use the same PST file.
Either exporting outlook PST file or copying it, it would not save your account setup configuration, so you would need to redo that. Also, exporting PST files does not save your outlook rules, etc.
