As a scapegoat. Pakistan’s government shared nuclear technology with key partner countries, and to avoid sanctions on Pakistan as punishment, Dr Khan was used as a willing scapegoat.
Willing, because he’s allowed to keep all the money that he allegedly made by selling Pakistan’s technology - ie Pakistan has a deal that he keeps the money in return for accepting the blame for what Pakistan did and thus protecting the country.
He’s a hero - he’s given up his freedom in return for Pakistan’s freedom.

I'm not saying that you are wrong. But its confusing to think. A person who left all the comfort and came to PK, sacrificed a lot - will just negotiate for money?
If that is true then why PK govt is so strict and mean to him. he is not allowed to see his relatives & friends. He was declared like he did something terribly wrong. Also his associate (can't remember the name), was arrested & treated badly too. So are you saying that everyone got money?.
